Sub: Introduction of facility of automatic credit of PLI/ RPLI monthly premium from savings account of insured persons.

In the last few years, there has been massive expansion of Postal Life Insurance (PLI) and Rural Postal Life Insurance (RPLI). However, it has been noticed that a number of policies particularly in RPLI lapse after a while. One of the reasons for lapsation is absence of convenient ways of depositing premia of the policy(ies). As such, it was under consideration of the Department to provide facility of automatic deduction of premia from Savings Account so that (i) the policy holder(s) need not have to visit Post Office every month for depositing premia of his PLI/ RPLI policy and (ii) lapsation of PLI/ RPLI policies gets reduced.

2. The competent authority has now approved the proposal for providing the facility to the policy holder of PLI and RPLI to get premium deposited/ credited by deduction of the same directly from his Savings Account standing in Post Offices. However, this facility can be opted by only those policy holders of PLI and RPLI whose Savings Accounts are maintained in the Departmental Post Offices (GPOs, HOs, MDGs or SOs).

3. It is requested to kindly take necessary action for implementation of aforesaid scheme and wide publicity may also be given for this scheme through various publicity channels.

4. Accounting and operating procedure for automatic transfer of premium of PLI/ RPLI from Savings Accounts of the policy holder is enclosed for information and action accordingly.

5. It is further informed that till the provisions are made in the software, automatic credit of PLI/ RPLI monthly premium by deduction from savings account of the policy holder will have to be done manually.

* LESSONS OF THE FRAGMENTED STRIKE *

    The GDS strike of Mahadeviah group ended on 22.10.2012.  In fact it was fizzled out.  Eventhough from 16.10.2012 onwards the leaders claimed 100% participation in all circles, the truth was entirely different.  Out of 22 circles, in 10 circles it was less than 5% and 6 circles only less than 10% of the Gramin Dak Sevaks went on strike.  In the remaining six circles it varied from 12% to 27% of the GDS. All India average of the strike is 18.1% of the total GDS.  This is the real picture of the strike.  All other claims are false and naked lies.  The percentage came down day-by-day and on 22nd the All India average was only 5% of the total of about three lakhs GDS.  Thus the strike fizzled out without any settlement.  (Those who have doubt about the figures can get it under RTI from all Circles and verify the truth). Senior officers of the Department including Secretary, Department of Posts, Member (Personnel) and Minister Communications and Minister of State for Communications also rejected the request of the leaders for a last minute face-saving settlement.

Respected Madam,

          It is brought to your kind notice that result of above captioned examination was declared by the Department vide No. A-34013/03/2012-DE dated 17th July, 2012 but no separate marks for paragraph writing were shown in the tabulation sheet whereas it was mentioned earlier while declaring result of PS Gr. B Examination 2011 vide memo No. A-34012/01/2011-DE dated 23rd June 2011. Due to unclear position, it is difficult to identify the weak areas and strong areas, thus, there is great resentment amongst the aspirants on this account. It is also an admitted fact that PS Group “B” recruitment process has always been in controversy inviting litigations and repeated references by this associations. But unfortunately department has chosen its ways and convenient means to declared results without affording equal opportunities to members and without waiting the outcomes of Hon’ble administrative Tribunal. Pick and chose policy in the name of examination through this system can not be ruled out as such this association has reservations over the examination system.
          This Association would also like to further state that, answer keys published by Department for certain questions do not have proper and correct answers. Apart from it, a few questions were repeatedly put in the same question paper. The irregularity is a matter of serious concern and necessarily required to look into.

          It is therefore urged that necessary instructions may please be issued to DE Division of the Directorate to publish separate marks obtained in paragraph writing in Paper-I to maintain transparency in communication of marks. It is further requested to take steps to delete the wrong questions from the question papers and declare the result of above captioned examination accordingly to avoid litigations if any arising in the context.

Sir/ Madam,
      I am directed to refer to this Division's letter of even number dated 3.2.2012 on the above subject and to say that certain clarifications were sought from DoPT on issues raised by some of the circles in the matter. DoPT vide their O.M. No. 36028/4/2012-Estt(Res) dated 11.9.2012 have clarified that the provisions contained in DoPT's O.M. No. 41018/2/2011-Estt (Res), dated 22.12.2011 stand quashed as per the order of the Hon'ble High Court of Andhra Pradesh. It is also intimated by DoPT that an SLP has been filed against the decision of Ho'ble High Court of Andhra Pradesh in Supreme Court by the Ministry of Human Resources Development. However, the Hon'ble Supreme Court has not granted any stay order against the judgement of High Court of Andhra Pradesh.

CWC RESULTS

Working Committee meeting of the IPASP Association was held at Shirdi on 12-13/10/12 under the chairmanship of Sh. Suresh Kumar Sharma President, where 17 Circles participated and offered their view on various issues concerning IP/ASPs. As usual no concrete decision could be taken because IP/ASP merger issue became part of the discussion that should in-fact not be because at this stage there has not been any nous to look back. Anyway all and sundry was of the view that Association should render full support to Sh. Permanand to file fresh application, as advised by his counsel, in Hon’ble CAT with the financial support of CHQ. Sh. Ajith Kurian CS Kerala will pursue the case on behalf of the association.

Other issues such as need of transparency in PS Group “B’’ examination, re-allotment of Surplus IPs to their parent circle, Sr. Postmaster Cadre examination, Cadre review, organisation restructuring etc. were discussed in detail. GS will write separate letters on every count to the Secretary (P).

FIGHTING FOR JUSTICE


There is no doubt and apparently Hon’ble CAT Ernakulam Bench allowed OA No. 381/2010 on merit leaving no scope for further review or comments. It is unfortunate that Secretary (Finance) without going through the pros and cons of the apex orders has rejected the GP for IPs. Sh. Permanand has rightly said that judgment has been delivered within the parameters prescribed by the Apex Court in respect of the powers of the Tribunal in dealing with the fixation of Pay scale. This all has happened practically but theoretically nothing in text with us. Probably rejection may have taken place but reasonable period is over so we should file contempt and be prepared to go for an appeal.
Hitherto, despite GOI assurance Grade Pay of Income Tax inspectors was not  raised to Rs.4600. The Income Tax union took a serious note of it and decided to intensify the agitational programme in the following manner in the face of the stubborn attitude of their Board:
  • Ensure that no statistical returns / reports are either prepared or sent to the Board and no co-operation in this regard is extended to the Department in any manner officially or un-officially.
  • Non Co-operation in Survey operations u/s. 133A including TDS Survey / inspection / verification / study.
  • Demonstration on the first visit of any Board Member and/or Chairman, in the IT Offices across the country.
  • Non Co-operation in Search & Seizure action u/s. 132 and Survey u/s. 133A conducted by the Investigation wing.

Resultantly after agitation, persuasion they got GP of Rs. 4600/- followed by many other similar placed cadre-men but except Inspector Post.
Punjab Circle is of the view that we should also show our resentment to the Govt in similar fashion besides filing CAT cases in Chandigarh, Lucknow, Patna, Hyderabad, Bangalore and writ petition in Hon’ble High Court at Ernakulam Bench. This issue will be discussed in length in CWC by the representative of Punjab Circle.

Grade Pay case.....updates.

It is reported by Mr. Permanand, ASP (PMU) that he has received response from Ministry of Finance on his RTI application dated 13/9/2012 filled for providing relevant copies of notes sheets of files dealt at MOF / Department of Expenditure i/c/w up-gradation of Grade Pay of Inspector Posts from Rs. 4200/- to Rs. 4600/-.  He was asked to deposit charges for supply of photocopies of requisite information sought under RTI and he has already credited the same. He further reported that the copies of the notes sheets may be received by next week. CHQ has decided to support Mr. Permanand fully.

Postal Directorate, New Delhi vide Letter No. 26-05/2012-PAP dated 18/10/2012announced 60 days PLB (Productivity Linked Bonus) for the accounting year 2011-12 for postal employees in MTS, Gr-C and non Gazetted Gr B cadres and exgratia payment of Bonus to regularly appointed GDS. No change in ceiling of Rs 3,500/- to MTS, Gr-C and non Gazetted Gr B cadres and Rs 2,500/- to GDS.

Appeal to ASP (HQ) to ensure proper deduction of monthly subscription from Pay and Allowances of members.


Postal Directorate vide letter No. 15/4/2002-SR dated 12/07/2012 approved amendment to Article 38 of the Constitution of our Association enhancing the monthly subscription per member from Rs 30/- to Rs 50/-.

 Accordingly, monthly subscription to be recovered by DDOs from the members of our association is now Rs 50/-. It is reported by few members of our Association that, DDOs are still deducting monthly subscription of members at old rate i.e. 30/-. It is therefore requested to all members to request their DDO to deduct Rs. 50/- p.m. from pay and allowances from July, 2012. It is also request to all ASP (HQ)s to circulate the above said Postal Directorate letter among the concerned DDOs and ensure correct deduction of monthly subscription and its remittance to Circle Treasurer.
