Impact on IPO Vacancies in LDC exam

On request of IPs/ASPs Association, Directorate has reduced the minimum qualifying criteria for Rule-38 transfer from 05 years to 03 years for surplus qualified inspectors working in other circle in place of their home circle and directed to adjust these inspectors in current year vacancies for departmental IPs. 17 IPs of Bihar Circle are working in the other circle. 7CPC : Members of Karnataka Branch met with Joint Secretary at Bangalore

As per the request of Sri Manjunatha Hubballi Circle Secretary Karnataka Circle, CHQ has permitted the Office Bearers of All India Association of Inspectors and Assistant Superintendents Posts, Karnataka Branch to meet with Joint Secretary and other members of 7CPC during the camp at Kumara Park, Bangalore and explain the cadre grievances of our cadre and also discuss the issues mentioned in our Memorandum. 

Accordingly, Sri Tarkesh ASP o/o CPMG Bangalore, Sri Hariram IP o/o CPMG, Bangalore, Sri Ramesh ASP o/o South Karnataka Region,  Sri P Chidanand ASP o/o Bellary Division, Sri H B Hasabi ASP o/o SPOs, Bagalkot Division met with Shri Jayanth Sinha Joint Secretary and other members of 7CPC on 25/8/2014 and explained about cadre grievances listed in the Memorandum in detailed. Joint Secretary and other members listen the grievances our cadre in a very positive manner & assured to consider the genuine problems of the cadre favorably. The copy of Memorandum also handed over to Joint Secretary.

Meeting with the Hon'ble PMG

A Meeting was attended by Sri Rajeev Kumar, Circle Secretary and Sri Praveen Prasoon, Treasurer on 26.08.14. All the matters were discussed in detail. The result of the meeting is as under: -  

On Agenda 1 -  It has been assured by the  Hon'ble P.M.G. that proper requisition will  be made for liquidation of old  pending TA Bills.

On Agenda 2 -  AD-II R.O., Muzaffarpur has been directed to ensure accommodation to all sub divisional head on proper place.

On Agenda 3 – AD-I, R.O., Muzaffarpur has been directed to ensure payment of honorarium to all concerned at the  earliest.

 Other than above agendas, issue of Inspection Bag has been discussed and Hon'ble PMG said that IPs/ASPs may purchase the bag as per entitlement and claim to divisional head. If any, complaint of non-sanctioning of claim will be received, the matter will be looked into.


Initiation of disciplinary case at the time of promotion/retirement against IP/ASP and long pending PLI incentives were also discussed. Hon'ble PMG has assured to look into the matter.

Respected Sir,

            The following is the agenda for the schedule meeting:

1.  Regarding clearance of long pending T.A. bills of IP/ASP since 2011-2012.

In all Divisions the T.A. Bills are not cleared/passed due to non availability of fund since 2011-2012. Approx pending of T.A. bill in almost divisions are of 5-6 lakhs. The IPs/ASPs are facing financial hardship as they incurred expenditure from their hard earned money which is not cleared till date.  If their pending T.A. Bills are not cleared they will avoid visits to the Offices. It will adversely affect the goal & achievement of the department.  
                       
It is requested to provide adequate funds to all the Divisions so for clearing the pending TA bills and motivating the IP/ASP to make visits to the offices without fearing of clearance of T.A. bills.

2.  Office accommodation along with well equipped furniture for functioning of Sub Divisional office :
Every Sub Divisional Office should be provided space not less than required for running a single handed post office with full clerical assistance for prompt disposal of cases & clearing paper works. Every Sub Divisional office should be provided with proper furniture and other basic amenities. Special attention is required for Muzaffarpur Division which is located in the Regional headquarters but none of the IP/ASP has office provided by the department. They are running offices from their residence and in the present scenario they are facing problem in installation of Sify and other equipments. Similar situation is in Madhubani Division and other divisions.

3.  Nonpayment of examination duty allowances to the invigilators :
            Many departmental examinations have been conducted in the year 2012, 2013 & 2014 in which the IPs/ASPs performed Invigilation duties under Northern Region, Muzaffarpur but no honorarium is paid till date. Honorarium has already been paid to those IPs/ASPs who performed this duty under Central Region, Patna.


            Hope the Northern Region, Mzaffarpur will issue necessary orders in this regard.
